Get yourself the finest steel wool that you can find. Take and hose the
wheels down with windex and very lightly rub the steel wool on them. it
should take the rust off and not scratch the coating. we used to do
this all the time when i worked a the car dealer, it worked great. then
come back with some chrome polish and finish up the job. You should wax
them after the polish, it'll help keep the rust away longer.
