Not reaching operating temp?

I've been pulling a code 17 from my computer it seems like every since I
put in a 180 degree stat. I am getting a check engine light. Could the
stat be the cause of this problem, and if so, can it hurt anything?

Code 17:

Engine does not reach 50 degrees F within 5 minutes with a vehicle speed
signal. ** or Engine does not reach operating temperature within
acceptable limits.
