Dual Exhaust for 93 Dakota

I own a 93 Dakota with the 318 V8. I love the engine but I would like
to have a dual exhaust system for it instead of the factory single. I
have talked to some muffler shops who said that it would be an EPA
violation to dual it out before the converter. Everyone says they can
do it behind the converter, but what good is that? It would still be
single exhaust because the headers come together in a single pipe. Is
it possible to buy custom headers and have a truly dual system ? If so
where?

I live in Texas if state law has anything to do with it.

Any suggestions will help me out alot.
